WHAT IS ECO4?

The Energy Company Obligation (ECO) ECO4 is a government energy efficiency scheme in Great Britain to tackle fuel poverty and help reduce carbon emissions.

The ECO scheme means that the wealthy gas and electricity suppliers – including British Gas, EDF Energy, Eon, Ovo, Scottish Power, and SSE are obliged to help households with energy efficiency measures such as insulation, boiler replacement or repair and renewable energy systems. The scheme provides funding to help eligible people reduce the cost of their energy consumption and lower the carbon emissions from their home.

THE OBLIGATION EXPLAINED

The Home Heating Cost Reduction Obligation (HHCRO) requires energy suppliers to promote the installation of measures that lead to financial savings on energy bills, such as the installation of insulation and heating measures.

You are eligible for ECO if you own your own home and live in it, or are in private rented accommodation.

If you are in receipt of any of the following benefits listed here you will qualify for funding.

NB: To qualify the benefit recipient can be anyone that lives in the house as the end-user, for example, a disabled child, Grandparents or parents, or spouse receiving a state benefit.

If you do not receive any of the benefits highlighted above. You may still qualify under LA FLEX (Local Authority Flex)

Which is a government-funded scheme for households (homeowners and privately rented), if you are in receipt of at least one of the qualifying benefits.

Before supplying and installing any new heating upgrades. Your home may already have an energy report (EPC). Which is a requirement. However, we will carry out an up-to-date survey to ensure you receive a tailored package to meet your specific needs.

ECO is designed to help cut carbon emissions and reduce fuel poverty. The biggest energy suppliers have targets to help households with energy efficiency measures, and the ECO scheme is part of those aims.

Therefore these measures that are now available through ECO, can include the following; Loft insulation, cavity wall insulation, solid wall insulation and boiler replacement or repair. 

The scheme has seen 4 iterations, ECO, ECO1, ECO2 and ECO3. The ECO3 scheme closed on 31 March 2022 and the ECO4 Order came into force in July 2022.

You will be eligible for ECO4 if you are living at private domestic premises and are in receipt of at least one of the following benefits and satisfaction of the relevant income requirements:

  • Income-based Jobseekers Allowance (JSA)
  • Income-related Employment and Support Allowance (ESA)
  • Income Support (IS)
  • Pension Credit Guarantee Credit (PCGC)
  • Working Tax Credit (WTC)
  • Child Tax Credit (CTC)
  • Universal Credit (UC)
  • Housing Benefit
  • Pension Credit Savings Credit (PCSC)
  • Child Benefit, (within the income caps)

ECO+

(Coming Soon)

The government is launching an expanded version of the ECO called the ECO+, in spring 2023. ECO+ will bring 100,000s of additional grants to fund insulation for homes that have low energy efficiency ratings and are in lower council tax bands.

Considering that 46.1% of fuel-poor households are not in receipt of government benefits and that only 42% of homes in England have an EPC rating of C or higher.   The ECO+ Scheme has been introduced to ensure that all homes can access affordable energy.

ECO Plus is a brand-new government initiative, aimed at helping those not on government benefits upgrade the energy efficiency of their home.

The scheme comes into action from spring 2023 until 2026, and offers the same home upgrades as ECO4.

Not receiving benefits?

If you do not receive any of the above Benefits you may Qualify under LA FLEX (Local Authority Flex)

New from March 2023

Eco Gen Contractors are now undertaking ECO4 works for the LA Flex scheme in Dumfries and Galloway. The criteria for this funding is not based on being in receipt of benefits. You must be an owner occupier or private tenant and the property must have an EPC of E, F or G (D for owner occupiers)

So to that end, you must then either have a total household income of less than £31,000 per year. OR have a severe or long-term health condition, that is severely impacted by living in a cold home.
